How figure what numbers are associated with colors?

I have a logo on a report that is royal blue, but when I use a number for the
section headers it comes out navy/dark blue. How do I figure out what number
to use for royal blue? Golden yellow? Is there somewhere that lists these
colors with their numbers?

It may prove easier to start with the image and look at the properties to
see what "number" goes with that...

Here's what I use:

Note that you can also open your logo in paint and use the eyedropper
(Pick Color) to select a color from your logo to use for the background.
After selecting the color you want, you can select Edit Colors... from
the Colors menu, then click 'Define Custom Colors >>' and the RGB values
will be displayed. Put those values on the form and click the command
button to get the exact color number Access needs to produce that
background color.

But it's a bmp file that someone gave me. Who knows what they used to create
it.
 
I believe you can open a bitmap with MS Paint.
