Outlook is a mail client, not an account. The only way to send anonymous
email is to use an anonymizing proxy. I have no need for such proxies, and
don't know where to find one.
You can't send mails from anonymous senders - you need a from address and
some ISPs force them from your ISP address - but you can send to
'undisclosed recipients' using the BCC field.

You can send from any address you wish, provided it's syntactically correct,
but the IP address of the sending PC would still be available for the
recipient to see.
