How do you register SYS files

Last Question. How do you register a sys file that failed to register in
installation, but belongs in there registered? I can imagine a few scenarios
where you have sys or some other formats of files that need to be registered,
is regsvr32 the tool for all files you want to register, or is there another
approach you have to take?
