How Do You Prevent File Open Dialog Accessing the Internet?

Every time I do a File/Open in a Windows program, it accesses the internet!!!

Why would it do that and how do I prevent it? It is both slow and annoying.

I'm running Windows XP Pro. I do have network drives setup that point to a
server on my home network but I do not have any that can only be accessed
over the internet.

I connect to the internet via ICS to a separate computer that is connected
to a satellite modem.

Any ideas?

And the program is ?
Could it be trying to update itself ?.

It's EVERY program.

When you open the standard Windows File/Open dialog in any program, it
populates a list of available disks and directories. This is what I need to
prevent accessing the internet. Presumably it is doing this just in case
there's a network drive out there.

So annoying!
