How do you permanently import another files colour palette in Exce

I know how to import a colour palette from another file:
Tools/Options/Copy colors from

But I keep having to do this everytime I want to use this palette in a new
Excel file.

The modify option seems to only allow you to change colours one at a time -
quite tedious.

How do I import this palette so that it is always my default palette in Excel?

Import into a new workbook.

File>Save As>File Type>MS Excel Template(*.xlt)

Name it BOOK and save to your XLSTART folder.

This will become the default New Workbook when you hit File>New(no ellipsis) or
the New File Icon.

Note: if you hit File>New...Blank workbook, you will get the Excel default
workbook, not your template.
