How do you lock the desktop

I was wondering how do you prevent users from deleting and moving shortcuts
on the desktop.

I was also wondering how do you prevent users from saving to the desktop
without locking the whole C:/ drive.

I am using gpedit.msc, Microsoft's Shared Computer Toolkit, as well as the
security tab in the properties control panel to lock down library computers
but I am not able to find settings for the above two opperations.

You should post your question in the Microsoft sharedaccess newsgroup which
currently is closely monitored by Microsoft with timely and helpful replies.
Offhand I don't think it works well if you try to use both gpedit and Shared
Computer Toolkit. If using Shared Computer Toolkit it is best to try and do
everything through it. I know there is also an option to lock a profile. In
normal situations you can change the NTFS permissions on the desktop folder
for the user to be only read/list/execute. Then the user will not be able to
create desktop shortcuts. --- Steve
