How do you leave specifically addressed messages on the server

On Outlook Express, Rules allow you to leave messages addressed to specific
people on the server. This doesn't appear possible with Outlook 2003. Is
there a way round this issue?
 
Since Outlook's rules act after download they can't do "leave on server"
type things as you've seen. You could just download the headers for mail
items then pick & choose what items you want to download. That's the best
workaround I can think of at the moment.
