How do you get to a format painter?

If not already on your toolbar (looks like a paintbrush) then right click on
the toolbar>customize>commands>format>find it>drag to toobar
 
If not on the Formatting Toolbar, the Format Paintbrush can be found at
Tools>Customize>Commands>Format.

Drag the Paintbrush up to a Toolbar.
