How do you disable CD Writing Wizard for users

For security reasons I have to white protect an cd-r but can't seem to do so
with the built-in cd burning on windows xp. I've tried changing the registry
and have had no luck. Thank you in advance.
 
Have you tried disabling the IMAPI CD burning service, type services.msc in
the run box, scroll down the list, right click it, properties, startup type,
select (v) disabled, apply your changes..
