How do you create some decnt looking splash screens

I need some help with creating some decent looking splash screens and table
designs. If anyone could help me or point me in the right direction I would
be very grateful.

Ummmm. We would need to know what you are trying to accomplish. We can't
help you design a table unless we know what you want the database to do.

As far as splash screen, what do you want on it? I made one with a
confidentiality disclosure, but it only popped up for about half a second,
so it was really not worth building. Instead, I had a form that opens with
the database that is similar to a splash screen.

Your question is sort of like asking us how to build a house without giving
us any details at all.
