How do you create a project when you don't have Visual Studio

Good morning,
I'm reading "Programming Microsoft Windows with Microsoft
Visual Basic .NET" by Charles Petzold.

I have Visual Studio installed but it is now expired (as
an aside, I can not remove it, bummer).

I seem to be in a "Catch-22" situation...the book states
the following: "...if you're running Visual Basic .NET as
opposed to Visual Studio. NET, you'll need to add two
small files to your installation if you want to follow
the steps I describe in this book. These files are named
VisualBasicEmptyProject.vsdir &
VisualBasicEMptyProject.vbproj. Copy both these files to
this direcory...: C:\Program Files\Microsoft Visual
Studio .NET\vb7\VBProjects..."

As mentioned previously, I did install the trial version
of Visual Studio (what a battle to get this, btw) but it
is now expired and can not be removed (bummer).

But the directory specified is there but the two files
mentioned are not.

If I download the two files (which I tried and could not
do -- this is getting better and better) and place them
into the specified directory -- but if I try to execute a
project I don't know what to specify as the opening
program.

This is so frustrating -- I'd appreciate any help...
