i would like to put a name or a number in "A1" but i want it so that i
can not be changed. even when i clear the contents of the sheet
 
You can put something in A1, then lock that cell (format|Cells|Protection tab),
then protect the worksheet (tools|Protection|Protect sheet).

But there are lots of things that can't be done on a protected sheet.

And this kind of protection is easily broken--so a dedicated person could find a
way around this.
