how do I unblock imported .pst files that Outlook as blocked?

My laptop crashed (Vista!), and all files lost. I've reinstalled OS and
Office software, and now trying to import .pst files from my back up external
harddrive, but Outlook tells me it's blocked access to the file. I can only
find help relating to attachments/visuals etc. - not the core files
themselves.

Firstly, remove ANY thoughts of "import" from this procedure. Do NOT do it.
Secondly it might have been a good idea to post the error message in full.
Thirdly, copy the pst files to your internal HDD, do NOT overwrite any
existing files. Remove any Read-Only attributes.
Then open Outlook and do File-Open-Outlook Data File and navigate to
where you put them.
