How do I turn on the wizards in access 2003?

I am unable to get a wizard to come up when using the subform/subreport and
the combo box buttons on the toolbox. I have made sure I have all the current
updates for XP and office. I have a higher jetpack than required. Did I
somehow turn them off? And if so can I turn them back on? Thank you.
