How do I transfer all my old favorite web sites saved in favorites on my old
thinkpad to my new one in Internet Explorer

Copy your favorites folder to the new computer, in Windows Explorer, not in
IE. The location of this folder varies by the version of your operating
system, which you haven't mentioned - but which is important as this is not
an Outlook question and you should post it to a more relevant Windows group.
