How do I track emails sent with a pop3 account not Exchange?

We are using Outlook 2006 SP2 with two accounts: Microsoft Exchange and a
pop3 account.
I am able to view the Tracking tab for messages sent via Exchange, but the
emails sent via the pop3 account do not show the tracking tab.
How am I able to view the tracking tab for emails sent outside our company
with the pop3 account?
 
You can't as the delivery and read receipt aren't being returned (if
already) in the correct format by the 3rd party mailserver.

Was the track option available in previous versions? I am positive that I
could track the read receipts from my pop3.
 
Well the tracking options are still there. This issue is that outside your
Exchange organisation you don't have any control on what is supported.
Because of the spam issue most e-mail servers do not support sending out
delivery reports. Also read receipts are not supported by all mail clients
and sending them out requires a manual confirmation. Even when they choose
to send you a read receipt it will be converted by the 3rd party mail server
to a normal e-mail message instead of special read receipt which Outlook can
process.
