HOW DO I SURROUND DATA WITH COLORFUL MARCHING ANTS

I know there is a way to surrond a few lines of data with colorful marching
ants or flashing lights. please let me know how to do it

For security reasons that was done away with some time ago. You can make a
cell flash through code but the user must enable macros first.
