How do I store messages in outbox before sending

When I type a new message and send it, Outlook automatically sends it to the
recepient. I desire to send it to, or store it in my outbox first, until I am
ready to send it to the recpient. I do not know how to set Outlook up to do
this. I could not find a setting for this in the options section.
 
Tools | Options | Mail format is where you set when Outlook sends and
receives automatically.

By default a message is kept in the 'Drafts' folder until it is sent.
When you click 'Save', it is saved there. You can even close the
message, and leave it in the 'Drafts' folder until you want to send it.
