How do I start active server on FrontPage?

I have FrontPage 2003 on XP SP1. I click on tools and "server" is grayed
out. How do I start active server on FrontPage?

You have to be online with your server for the Server button to be available to you.

You must connect directly with a server and be a FrontPage Server Extensions
Administrator for that web. If you are looking to set permissions, you'll
always have to do that at the destination, in other words, opening the web
that is hosted directly on your host's web server as permissions cannot be
published from a local test server to a production server.
