How do I setup the default size for pictures that I insert?

Every time I try to insert a picture it defaults to 100 percent in word I
need it to default to 20 percent of the picture size.
 
If the pictures are all the same size, you can insert a series of table
cells with an exact height or width; this will constrain an inserted picture
to one of the exact dimensions.
