how do I setup an undisclosed recipients list

I want to be able to send an email to several people, but do it so that none
of them know who else received the email. But I don't wish the email to be
BCC to everyone either.
 
Just what is it you wish then? Either you want the addresses hidden or
you don't. Did you want to hide some but not others?
