How do I set up the tool bar to begin drawing a flow chart?

I'm using microsoft word 98. I would like to construct a Care Map for a
Nursing care plan. I need to put things into boxes, one being centered and
the others flanking it. I don't see the tool bar at the bottom of my M.S.
Word blank sheet that would allow me to do this. Could I creat a template for
this task?
