How do I set up shared borders?

I have an existing website that I've had for years. All of a sudden the left
and top borders disappeared (provider problem I think). Now I have set them
up again, but I can't get them to "share" off the index page. I did make new
ones in the Borders folder. I know it's simple, have I lost my mind?
Thanks for your help. Just need simple direction.

sometimes tools/ recalculate hyperlinks will force them to reapply to other
pages.
