How do I set up my free Hotmail account in Outlook?

I have set up the information in Outlook according to the instructions in the
help files. When I try to "send/receive" I get the following error
(0x800CCCF6): 'An unknown error has occurred. Please save any existing work
and restart the program.' What can I be doing wrong? I get this same error
when I try this on both my laptops and both my PC's. Please help.

New accounts can no longer access Hotmail with Outlook or OE unless you pay a
monthly fee.
