How do I set up an Access Template for scheduling NYS regents exa.

An Access template that would allow a school to schedule students for various
tests at various times in different rooms. It must account for conflicts
related to students who have special needs such as extended times and having
to have the exam read to them in a seperate room. The exams are state exams
which must be administered at a certain date and time. So conflict rooms
must be scheduled where the student would have to take more than one exam in
a room, to comply with NYS requirements.

You have some VERY specific requirements there. I very much doubt that
anybody would have created a general-purpose template which exactly
matches these specs!

This database is quite within Access' capabilities, but you'll need to
design it yourself (or hire it done) rather than expecting to find a
ready-made complete application sitting in your inbox. You'll need
tables for Students, Tests, Rooms, and more; several forms; probably
some VBA code to resolve conflicts.
