How do I set up a repeating message to go out monthly?

I want to set up a repeating message to go out to one person at the end of
each month. Can this be set up automatically in Outlook?

Please try our email scheduler (http://www.lbetoolbox.com/scheduleemail.htm)
which will allow you to send multiple individual emails, html or plain text,
with attachments, either as a one-off or regularly at a specified time and
interval

Outlook is not required.
