How do I set up a public IP at hotels so I can send email?

I have problems at hotels using 2007 Outlook. I receive mail and can not send
until I call and a third party company hooks me up to a Public IP address.
Can I do this on my own.

Try microsoft.public.outlook. BCM doesn't affect the email settings in
Outlook.
