How do I set up 12-hour shifts utilizing 12 workers?

I have to provide coverage 24/7. I have 12 workers, 7 for day shift and 5
for night shift, I need 4 workers on days and 2 workers on nights Monday
through Friday. Weekends I need 2 on days and 2 on nights. Each worker can
work no more than 36 hours per week.

It's not clear what your looking for here. Is this for a query? A code
algorithm? Do you have data already?

You can't do it. You need to cover 456 hours assuming 12 hours for days and
12 hours for nights.
5 Weekdays * 12 * 4 workers = 240 hours
5 Weeknights * 12 * 2 workers = 120 hours
2 Weekend Days * 12 * 2 = 48 hours
2 Weekend Nights * 12 * 2 = 48 hours

You have available at a maximum
12 * 36 hours = 432 hours

That doesn't even take into account the 7 and 5 division of people
168 hours on night to cover
180 hours of night workers

288 hours of days to cover
252 hours of day workers.

So to work this out you need at least one more day worker.

Never gonna happen.
This looks like it has to be 12 hr shifts. You are way short of people.
You can get through Wednesday okay (assuming mon - sun week), but Thursday
and Friday you have only 3 people available. Saturday is okay, but Sunday,
you only have 1 person available. So, you need 8 workers to cover days. To
cover Nights, you need 4 full time (36 hrs) and 2 part time (12hrs).

No thanks, I have a job :)
