How Do I set Shared Borders for All Users on a Computer

I am administering several client computers that have multiple users that are
using Front Page 2003 to futher develop existing web site(s) that use "Shared
Borders". While I can set it on a per user basis using Tools>>Page
Option>>General, I would like to set it up so that the default behaviour is
"Shared Borders" on.
 
TBMK you can't since the default install set up is off
