How do I set an alarm to remind me to call a contact

I want to purchase to access database but I want to make sure it will be able
to remind me if I want to set an alarm to call a contact on a certain day

if you're purchasing an Access database, then presumably it was built by
someone else. you'd have to ask the seller if the database has a "reminder"
function built into it. before spending your money, you might want to ask
the seller if s/he offers a free trial period of, say, thirty days.

Access can do this with proper programming and if the application is
running; HOWEVER, why not use Outlook. It has this functionality built-in.
