How do I send e-mail "As xoxo" not on "behal of xoxo"

To restore Outlook and get the ''Insert

A user in our insurance group has been delegated rights to send e-mails for
our boss but when she is sending and e-mail it says on behalf of "bob"
instead of As Bob. Please help. How do we solve this. Please be detailed.
Thank you
 
Ask the network administrator to grant the user Send As permission over
Bob's user account.
