how do i send a picture from my pc to a mobile phone

i have windows xp and want to send a picture to a cell phone can i do that?
The person i want to send it to is on my yahoo buddy list and i can send them
a sms to their cell phone but i'm not sure how to include a picture or if i
can. HELP please!!
