How do I save alterations to Toolbars settings under View menu?

In Outlook, whenever I open a message window, I have a toolbar there that I
don't want. I can click View, then Toolbars, and un-check that toolbar, and
it goes away. But I can't find any way to save that, and the toolbar is back
the next time I open a message window. How do I make changes to those
toolbars that will persist?

The particular toolbar that I'm trying to get rid of is "Attach as Adobe PDF"
