How do I save a file to MPEG1 format?

When I save from MovieMaker2 I get a Windows Media Video file. I want to burn
to VCD and I have the program VCDEasy but it wants MPEG1 format and does not
recognize the WMV format. Is there a way to save or convert WMV files to
MPEG1 for burning to VCD CD disks?

I use TMPGEnc. The free version includes an MPEG1
