How do I run my outlook rules only between certain times?

I have a user that only wants all his Outlook rules to run after a certain
time in the day. He is running Outlook 2007, and we're running Exchange 2003
at the server end.
 
Some things require user input. He can turn them on at that time of day and
off again later. Simply check and uncheck the boxes.
