How do I restrict my child from Internet, files and options

How can I restrict my child from accessing the Internet
and certain files, directories and system options? We are
running XP Pro. We also have an XP Home Edition PC at
another location that we would like to do the same on.

Thank you
 
a small child should be supervised at all times.
an older child (age 10 or more?) should have a restricted
login, there are many posts about that so I wont repeat
all that here.
