How do I report a bug that crosses multiple versions of Windows?

I have discovered a bug in the Windows command shell/prompt that causes
unexpected data loss. The bug affects the command shells on Windows 2000, XP,
and 2003. How do I go about reporting such a bug?

Before reporting the bug you should put it up for peer review.
Most (but not all!) "bugs" turn out to be the result of insufficient
understanding of the subject at hand. Bugs that occur in multiple
versions of Windows are very, very rare.
