I have a small horizontal line - an underline - at the top left of my Word
page. It descends with each additional line. I am not able to remove it or
insert text below it. It does not appear on the printout of the page.

How can I remove it?

This is the end marker which displays in normal view. If you switch to print
layout you will not see it. You cannot remove it - it's there to show the end
of the text.

This is the End of Document mark. It appears only in Normal (Draft) view. If
you don't have nonprinting characters displayed, it can be helpful to show
that you have empty paragraphs between your last text paragraph and the
actual end of the document (which might result in blank pages being
printed).
