How do I re-enable the ability for VbScripting?

I need to know how to re-enable the ability for VbScripting so I can use
scrolling stationery in my Outlook 2007. I have Windows XP. Can someone
please explain to me how to do this? Thank you very much.

Scrolling stationery will not work in Outlook 2007 as it uses Word as its editor and that does not work in Word.
