How do I put watermark on business cards?

How do I put watermark on business cards? I am using Microsoft Word 2000
9.0.2720.

If I try using header/footer it puts it above the business card.

Please help me. Thank you.

Just because it is in the header doesn't mean it has to be actually in
the header space...you can move it anywhere on the page. However, I
built my business cards in a table and simply put the graphic (in my
case) in the cell and gave it transparent properties. Seemed much
easier to me.
