My e-mail account in outlook automatically defaults to 'localhost' as the
name of the incoming mail server. Under this setting I can not get mail.
However if I change 'localhost' to read 'pop.ntlworld.com' then I can receive
e-mail. However as soon as I log out, it defaults back to 'localhost'

Disable your AV Email scanning.

Some add-in (antivirus? antispam?) is doing this - not Outlook. If it's your
antivirus software, first check with the AV company to see if they have a
newer version that scans mail in a more sophisticated manner. If not, you
can disable mail scanning safely - as long as your AV software is running
resident & doing real-time scanning, you should be OK. Personally, I prefer
to have as many layers of AV scanning as possible, but your mileage may
vary.
