You can't, first because Outlook doesn't HAVE and address book (contacts are
kept in the Contacts folder) and, second, because any application must be
running in order to function and Outlook is no different.

I have microsoft works and under start all programs then accessories there is
a shortcut for an address book and i was hopeing i could have the same for
microsoft office outlook 2003 that showed the same thing i can save each and
everyone of my contacts to the desktop and oppen them up that way without
haveing the outlook open but i thought there might be a way to set it up and
fuction like microsoft works so i could go straight to the address book like
