how do i open a pdf as a separate page

I have many PDF forms on my website that are accessible by hyperlinks. I
would like to open these PDF forms a separate page so that the primary page
with hyperlinks is still available for viewing and access. How do I do this?

When you create the link choose Target Frame and then New Window
