how do I make xp remember windows sizes?

I call them utility windows, not sure of the proper name.
When you start to download a file and it opens a window asking where to save
it
the window doesn't open big enough to see "My Network Places"
I have to grab a corner to enlarge.

EVERY TIME.
Why can't I make this kind of window remember the size I used last time.

Or is there a program that will remember windows sizes and placement?

I haven't seen a way to do this, but maybe MS will see
this as a feature request . I'd assume most people that
change the size would want it to remain the same next time.
