How do i make Outlook to use the dialing rules?

I need to dial 83 to reach outside, YES I've added it to the field "dial this
to reach outside" but the dear OUTLOOK doesn't bother! It doesn't dial it!

Outlook doesn't do any dialing.
Depending on which version of Outlook and which version of Windows you're
running, you may need to change either the format of the phone numbers in
the Outlook Address Book, or the Windows dialing properties. You can find
