How do I make figure numbers sequence correctly on a page?

My figure numbering changes my input to sequence from bottom to top and right
to left (rather than the expected sequence) when multiple images or text
boxes are on a single page. How do I get this to function correctly?
 
If you are inserting the figure numbering by inserting a caption and you are
using Word 2003, you can simply move the text box containing the figure
number to where you would like it to appear. So, if Figure 2 shows up
underneath figure 1, but you'd really like it to be on the side of figure 1,
select the text box and move it. Then edit the field code to preserve
formatting during updates.

But, Word 2007 keeps adjusting the figure numbers. For example:
two figures, each in text boxes
text wrapping set to top and bottom
the lower figure on the page reverts to the lower number
 
The caption numbers are actually SEQ fields, and SEQ fields in text boxes
will be numbered based on the relative location of the text box *anchors* in
the text. For example, the SEQ field in the text box anchored to the first
paragraph on a page will always have a lower number than the SEQ field in a
text box anchored to a another paragraph, no matter where the text boxes are
positioned on the page. You can use drag and drop to move anchors around;
