How do I make an existing document or pdf into a fillable one?

I along with countless others are unemployed--in my case--even with good
skills in my profession, I've been unemployed for 5 months. I am growing
weary of printing out applications from websites and hand writing them.
There must be a way to convert them to fillable forms. Does anybody else
have that experience? I have downloaded a couple of pdf converters but
neither shows a way to convert to a fillable form.

Adobe Acrobat (the full version, not just the free Adobe Reader)
includes a Form Tool that allows you to overlay fillable form
fields onto PDF files. Unfortunately, a full version of Acrobat
is fairly expensive. There are a number of Acrobat clones
available, but I don't know if any of them offer this particular
functionality of the real Acrobat.

I think you need adobe acrabat on your computer to be able to fill in the
forms. And then the creator of the form must set the security to allow them
to be filled in.

Even Acrobat Standard (which is what I have, and that's expensive enough)
doesn't permit creation of fillable forms; for that you have to have Acrobat
Professional.

You would spend so much time converting each one to a fillable form that
you'd have no time to search for a job.

I'm still using Acrobat 5.0, which only comes in one flavor, but
it works as described.

If the instructions that accompany the forms suggest they should be hand
written, the reason is frequently to do with the handwriting analysis some
employers use as a first stage filter. Filling in such forms by PC will
ensure they go straight to the shredder.

The best form filling tool I have come across is the form filler that came
with the corporate version of Abbyy Finereader 6 (I believe it was split off
later as a separate application and I cannot comment on the later versions).
You will need a scanner as (unlike the OCR software it accompanies) the form
filler is not compatible with PDF format.
