How do I make a NEW explorer window open everytime click a link?

How do I change settings so that everytime I click a link in an Outlook
e-mail, a new explorer window is opened instead of opening the webpage in the
most recent internet explorer window on the desktop.

Control Panel-> Internet Options-> tab Advanced-> section Browsing-> untick
Reuse windows for launching shortcuts

Note that Outlook 2003 ignores this setting and will always open shortcuts
in a new window.
