We have a database that contains ambulance equipment information that is
tracked for inventory purposes. The information is updated weekly by sheets
that are filled out by the ambulance crews, due to equipment being swapped
out for repair, etc. We need to lock data such as serial numbers,
descriptions, etc so they can not be changed once the data has been entered,
but allow data such as the date & location to be changed.

I suggest you start by reading

Access security is a great feature, but it is, by nature a complex product
with a very steep learning curve. Properly used it offers very safe
versatile protection and control. However a simple mistake can lock
everyone including God out.

Practice on some copies to make sure you know what you are doing.
