How do I keep my tool bar in the same position on each opened e-m.

When I open e-mail messages, the tool bar is located on the left of my screen
in most messages, but moves to the center or right in other messages. How do
I set the default so the tool bar is always on the left side of the e-mail
message screen?

I don't think you can lock the tool bar.
